Özet
It is seen that migration policies are endeavored to be formed within common procedures during European Union accession period. But it should not be forgotten that this issue has a national dimension beyond intergovernmental collaboration. Controlling and management of migration in Turkey which is in a position to be origin and transit country, require to be evaluated according to governance approach because it provides to control EU’s migration policies, as well. Autonomous institutions are needed for carrying into action of foreseen migration policies and overseeing the practices as mentioned. General Directorate of Migration Affairs which was founded in 2013, emerges on a field of special arrangements needed and as a reflection of civil bureaucracy. This new formation process which includes central, provincial and foreign administrations, adopts more participative approach of migration management. In the study, the importance of institutionalization related to migration in Turkey within the global migration governance and its functionality are discussed and its viewpoints to migration phenomenon are examined.
