Özet
Modernleşme tüm normları, tüm değerleri etkileyen ve bulunduğu coğrafyaya göre farklılık gösteren bir deneyimdir. Yeryüzünün bütün toplumları modernleşme ile bir şekilde temas etmiştir. Batı, modernleşme deneyimini uzun vadede özgün bir deneyim olarak yaşarken, Batı dışı toplumlar kendilerine yabancı bir gerçekliğin peşinde sürüklenmiş ve konu bu nedenle ideolojikleşmiştir. Çalışma, işte bu kendiliğindenlik-yabancılık çerçevesinde modernizmin kavramsal snırlarını temel alarak Rusya ve Osmanlı İmparatorluklarının modernleşmeye geçiş süreçlerini ele almaktadır. Bu bağlamda çalışmanın odak noktası, modernleşme hamlesinin her iki devlette de başlatıcısı olarak kabul edilen Çar I. Petro ile Sultan II. Mahmut'un devirlerini karşılaştırmaktır. Çalışmada araştırma yöntemi olarak literatür taraması yöntemi kullanılmış ve bu kapsamda Türkçe ve İngilizce dillerinde yazılmış olan basılı ve elektronik kaynaklar değerlendirilmeye alınmıştır. Alanda iki ülkenin modernleşme süreçlerinin kıyaslandığı eser sayısı fazla olmadığından çalışma; bir araya getirdiği bilgiler ve vardığı sonuçlar itibarıyla literatüre katkı sunmayı amaçlamaktadır.
Modernization is an experience that affects all norms, all values and differs according to the geography. All societies of the world have somehow come into contact with modernization. While the West is experiencing the experience of modernization as a unique experience in the long term, non-Western societies have been dragged in pursuit of a reality that is foreign to them and the subject has therefore become ideological. The study focuses on the transition processes of the Russian and Ottoman Empires to modernization based on the conceptual boundaries of modernism within the framework of this spontaneity-foreignness. In this context, the focus of the study is to compare the times of Tsar Peter I and Sultan Mahmut II, who is regarded as the initiator of the modernization move in both states. In the study, literature review method was used as the research method and in this context, printed and electronic resources written in Turkish and English languages were evaluated. Since the number of works comparing the modernization processes of the two countries in the field is not too many; aims to contribute to the literature with the information it has gathered and its conclusions.
